While Kirk was mayor, Honolulu had no increase in real property taxes for primary residences of homeowners. The City also maintained very strong bond credit ratings: AA+ Fitch and Aa1 Moody’s. Honolulu transitioned to more online city services, streamlined the backlogged DMV, was first in the state to offer motor vehicle registration through kiosks and island grocery stores, and restored cancelled bus routes.
