From 2013 to 2018 Kirk’s administration built the massive 3.5-mile Kaneohe-Kailua Sewer Tunnel, the largest wastewater conveyance project ever built in the state; the project was completed on time and on budget. The number of sewer spills on O‘ahu was cut from 200 to 31 per year. All 53,000 street lights on the island were converted to LED, providing safer roads and saving millions in energy costs.
